Están sucediendo muchas cosas en Tucson este mes y estoy emocionada de compartir información sobre todo lo que sucederá durante las próximas semanas, me gustaría decir algunas palabras sobre el presupuesto de la Ciudad y cómo financiamos los servicios en Tucson.
Se acerca la temporada de presupuestos en el Consejo, lo que significa que escucharán mucho sobre “el presupuesto” durante los próximos meses. Es importante que todos tengan información precisa sobre cómo funciona realmente este proceso.
El Presupuesto Total de la Ciudad incluye cada dólar gastado en servicios públicos en Tucson. Esto incluye no sólo los ingresos fiscales de la ciudad, sino también subvenciones estatales y federales, dinero dedicado a Tucson Water e ingresos especiales que se utilizan para propósitos específicos (como grandes proyectos de capital) cada año. Eso incluye fondos aprobados por los votantes para apoyar proyectos específicos, como los fondos de la Propuesta 411 para arreglar las calles de los vecindarios. Ahora mismo estamos en el año fiscal 2026, que finaliza el 30 de junio de este año. El presupuesto total de la ciudad de Tucson para este año fiscal es de $2.4 mil millones. El Fondo General es sólo una parte del Presupuesto Total de la Ciudad. El Fondo se compone principalmente de los ingresos del impuesto sobre las ventas locales que utilizamos para financiar los servicios de la Ciudad, desde parques y piscinas terapéuticas hasta respuesta de emergencia y el Tribunal Municipal. Esta distinción es importante, por eso quiero ser claro: el Fondo General es el único fondo de dinero sobre el que mis colegas del Consejo y yo tenemos discreción cada año. Tenemos la intención de centrarnos, como lo hemos hecho en el pasado, en financiar viviendas asequibles, adaptación climática, desarrollo de la fuerza laboral y otras prioridades que satisfagan las muchas necesidades de los residentes de Tucson.
Es útil comprender esto porque el administrador municipal Tim Thomure está a punto de comenzar a preparar el presupuesto municipal total para el año fiscal 2027 para Tucson. El presupuesto de la ciudad no se realiza según el calendario estándar. Nuestro nuevo año fiscal comienza el 1 de julio de 2026 y termina el 30 de junio de 2027. Si desea participar durante los próximos meses, esté atento al calendario. El presupuesto recomendado por el administrador de la ciudad se publicará el 21 de abril, cuando él y el director financiero de la ciudad nos presentarán la propuesta a mí y a mis colegas del Concejo. No tomo cada una de estas decisiones por separado. Aporto mis valores de larga data a todo el proceso y miro el panorama general. Todo debe apuntar en la misma dirección, hacia una vida mejor para ti y tu familia.

There’s a lot happening in Tucson this month, and I’m excited to share information about everything going on over the next few weeks, I’d like to say a few words about the City budget and how we fund services in Tucson. Budget season is coming up at the Council, which means you’ll hear a lot about “the budget” over the next few months. It’s important for everyone to have accurate information about how this process really works.
The Total City Budget includes every dollar spent on public services in Tucson. This includes not only city tax revenue but state and federal grants, money dedicated to Tucson Water, and special revenues that are used for specific purposes (like big capital projects) each year. That includes voter-approved funding to support specific projects, like Proposition 411 funding for fixing neighborhood streets. Right now we’re in fiscal year 2026, which ends on June 30 of this year. Tucson’s Total City Budget for this fiscal year is $2.4 billion. The General Fund is just one part of the Total City Budget. The Fund is mostly made up of local sales tax revenue that we use to fund City services – everything from parks and therapeutic pools to emergency response and City Court. This distinction is important, so I want to be clear: the General Fund is the only pot of money my colleagues on the Council and I have discretion over each year. We intend to focus, as we have in the past, on funding affordable housing, climate adaptation, workforce development and other priorities that meet the many needs of Tucson residents.
This is helpful to understand because City Manager Tim Thomure is about to start preparing the fiscal year 2027 Total City Budget for Tucson. City budgeting doesn’t happen according to the standard calendar. Our new fiscal year starts July 1, 2026, and goes until June 30, 2027.
If you’d like to be involved over the next few months, keep an eye on the calendar. The City Manager’s recommended budget comes out on April 21, when he and the city’s Chief Financial Officer will present the proposal to me and my Council colleagues. On May 5 we’ll hold a public hearing on that recommendation. I’ll be sharing more information about specific Mayor and Council budget sessions in future newsletters.
My approach to any City decision, no matter how big or small, is the same. You deserve safety, clean air and water, affordable housing, good job opportunities, and good parks. My priority as we finalize our budget this year is supporting those needs. I don’t make each of these decisions separately. I bring my longstanding values to the whole process and look at the big picture. Everything should point in the same direction, toward a better life for you and your family.
